Enquizit is seeking a Technical Proposal Writing Lead who will take ownership for the development of compelling responses to primarily federal contract opportunities. This includes all components of the response, e.g., Executive Summaries, Non-Technical (business) content, Technical Content, Past Performance content that aligns with the opportunity’s objectives, and Pricing. The individual will have a strong technical background, enabling them to quickly understand Enquizit’s offerings and translate this into language aimed at both a business and a technical user and/or decision maker. This individual will successfully collaborate with different teams to develop compelling, technically accurate proposals, while adhering to strict deadlines and compliance requirements of the opportunity.
Job Duties:
- Lead the development of a compliant and compelling storyline that clearly and concisely articulates Enquizit’s strengths, key differentiators, and business value proposition in the context of customer ecosystem and opportunity requirements.
- Own the overall quality, compliance, and completeness of each opportunity response.
- Successfully collaborate with the Sales/Business Development, Capture, Proposal Team members and other identified SMEs within the company.
Required Experience:
- Proven experience writing content in response to federal opportunity proposals, including all sections of the Proposal, such as the Executive Summary, Non-Technical, Technical, and Past Performance, and Pricing sections.
- Excellent analytical, problem solving and resolution skills.
- Proven experience in the above that led to the award of federal contracts worth $10M-50M+.
- Proven experience developing a comprehensive Proposal Outline, Schedule (backwards planned from the Proposal deadlines), and delegating certain work for SMEs.
- The ability to translate business problems into practical, scalable technical solutions.
- Proven experience developing business value propositions with little guidance.
- Proven experience developing Win Strategies specific to individual opportunities.
- Proven experience pricing proposals and developing Price-to-Win strategies.
- Proven understand of the federal government acquisition cycle, contract vehicles, contract types (BPA, IDIQ, etc.) and competitive position (open/full vs. set-aside).
- Must understand the nuances of communications with governments points of contact, including the Business and Contracting Office of federal agencies.
- Must have proven experience and examples of successful engagement with federal agencies that helped influence the requirements of a proposal.
- 5-8 years of experience leading proposal development and management activities, including managing overall response and writing to all areas of content.
- 3-5 years of experience in a technical capacity, providing candidate with ability to adeptly develop responses to Technical proposal sections as well as clearly articulate the business value of technical solutions to both technical and non-technical clients and internal Enquizit employees.
- 5 years writing proposals for federal contract opportunities (prefer 3 years on-site at federal agency)
- Proven experience eliciting customer challenges and pain points.
- Working knowledge of Cloud services, Shared Services, Disaster Recovery, IaaS, PaaS, SaaS, AppDev, DevSecOps, Security (cyber, IAM, fraud prevention).
- Proven understanding of FedRamp.
- Proven understanding of FAR regulations related to federal contracting opportunities, proposals, and execution.
- Shipley Proposal Writing experience and/or training OR APMP certification
- Relationships with key decision makers within federal agencies, per above.
- Degree in Business Administration, Journalism, Computer Science or similar.
- U.S. citizenship required.
Desired Experience:
- Technical background, such as software development experience.
- Experience working within federal agencies, such as General Services Administration, Department of Labor, Department of Commerce, Department of Transportation, Department of Health and Human Services and/or CMS, Department of Interior, Department of Homeland Security, Veterans Affairs.
- Project Management experience
- Solution Architect or other technical certification
- PMP certification

- May select a subset of content instead of an entire document (submit no more than 3 pages)
- Should include Win Themes and Unique Discriminators
- Should be written with the Business Customer and the Proposal Evaluators in mind
- Should demonstrate ability to write technical information and to translate that information for the business user/reader.
